Lutheran Church Extension Fund (LCEF) partners with congregations, Recognized Service Organizations of the LCMS and LCMS districts to propel the Kingdom forward. We work primarily through our LCEF District Vice Presidents (DVPs), in partnership with district staff, to serve the church and extend ministries according to God’s will.
For more information about LCEF’s Ministry Support services, contact your District Vice President.
Our congregational support processes can be divided into three categories:
Integral to each is our commitment to defining the possibilities God lays before your ministries, designing solutions that work for you, and aligning the resources that God provides. While each of our processes is based on years of experience in the LCMS, all are flexible and built for customization to meet your individual congregation and ministry needs. We do not offer a cookie-cutter approach; instead we truly live out our commitment to be your ministry partner.
LCEF also provides the ministries of Laborers For Christ. These hardworking and passionate Christians partner directly with your congregation’s ministries for a period of time and do construction work, helping align your resources with your mission. Learn more about Laborers For Christ.
Every partnership begins with discovering the opportunities God has laid before your congregation and designing custom solutions that work for you. Our Discovery process brings your DVP and a support process consultant to both learn about your ministries and present what we offer as your ministry partner. Whenever possible, this is done in person with your congregation’s called and elected leaders. A one-day visit includes a ministry and facility tour and a presentation by your LCEF team.

As a consultant for Capital Funding Services (CFS), Randy enjoys assisting the Lord’s people in experiencing the joys of generosity. He is a firm believer in the Scriptural truth that “whoever sows bountifully will also reap bountifully” (2 Corinthians 9:6). He says, “Stewardship is simply reflecting the image of our generous God, who has blessed us in Christ with every spiritual blessing.” His leadership has encouraged his congregation to provide generous support for ministries locally, regionally, nationally and internationally.
Randy has been a parish pastor for 35 years. For the past 28 years, he has been serving First Immanuel Lutheran Church, Cedarburg, Wisconsin. Leading a large congregation has enabled him to experience six capital campaigns, allowing him to provide great insights to pastors in capital campaigns and stewardship.
Randy has served Concordia University Wisconsin as an adjunct professor of theology for 26 years. In 2010, the university awarded him the honor of “Distinguished Alumnus.” He has also served 12 years on the South Wisconsin District Board of Directors, including six years as Board Chair and First Vice President of the district. He conducts seminars on generosity and provides encounters for parish pastors to discuss cultural issues and the church’s impact.
Randy resides in Cedarburg, Wisconsin, with his wife, Diana, who is the South Wisconsin District’s Lutheran Church Extension Fund’s District Vice President. They have two married daughters and three granddaughters. Randy’s mission statement is to serve God by serving others.
